Mass Effect 3 N7 HQ Galaxy At War Galatic Readiness level glitch?

I'm having a problem where my Galatic Readiness level is at 0% for N7 HQ. I'm just wondering if this was a glitch as I recall reading somewhere that the Galatic Readiness level won't dip below the 50% threshold.
