Mass Effect 3- Glitch

I decided to make a second file after completing the first one.
As a new challenge, I decided upon hardcore difficulty. However, on Mars, my squadmates weren't using their powers. I went to check in the options, and upon arriving it said it was on normal difficulty. (Despite the fact I selected hardcore). So I changed it, went out, and still nothing. Then, captions began appearing when my squadmates were talking. I went to change it to off, and then checked the other options. Yet again, it was on normal difficulty, and sqaudmate power use was off.

I can't figure out how to fix this. Could anyone help out?

Try to run Origin and the "MassEffect3.exe" (>drive<:\Program Files (x86)\Origin Games\Mass Effect 3\Binaries) as Administrator.
