Choppy / Hanging title screen - new video card

I recently updated from a GTX460 to an HD7950 and am experiencing a game breaking issue now.

 

After the omni-tool screen, I am experiencing step-by-step frame movement and cannot get past the "Press Any Key" screen. IF i'm super patient I can get it to the Connecting to EA Servers message, but it takes too long after, and I haven't waited to see what happens next. It takes too long.

GPU usage is low ~2% or so, same for cpu usage from it. So it's not a hardware issue.

 

I completely removed the prior drivers before installing the new AMD ones ,and have tried 12.10, 12.11 beta 6, and 12.11 beta 8... no change.

I saw this exact same issue ONE other post on here by SirMyghin, but his issue remedied itself with a driver reinstall.. and it was nVidia on a 670. I've tried it... no help.

 

Is there ANYTHING I can do to fix this? I've tried everything I can think of Frown

I have a few things I could help you with. I had updated from a 4870x2 to a 6770x2 because I my card overheated. So I went to a new card, of course with a little different architecture and Direct X levels. So, there are a few things that I know of that will help with a video card issue.

 

Card is used/ New? = Used - probably had a good run and someone sold it to you
                                         New - Its probably best to RMA this card and get another (send it back in and see what happens)

Port PCI Express slot? = Is it all the way in and has enough power? When upgrading to a new card, power does tend to get to people.

Heat? = If the card is overheating, maybe CCC is not catching it?

Run in window? = can you have a good check on what your Heat is and other items? Are you using Core Temp, GPU Z, or other programs/utilities to monitor whats   going on?

CC Cleaner = There are some free utilities such as CC Cleaner that can help you clear out stuff, even though you cleared out your drivers. I had to uninstall and reinstall drivers as well, but sometimes , these utilities can help get rid of that clinging evil registry crap that just won't go.

Using games to update VCard- I noticed that sometimes, Video Cards are wonky when they do things. If you are experiencing this on other computers or other games, maybe after multiple wipes of the drivers, and complete uninstallation of CCC and NVdia Control Center, you can try to also update your video card drivers and DirectX runtimes through steam and installing video games. They are good to build Libraries and drivers for engines because they come with what was supposed to run with the game. I used Bioshock and other games to update an older video card, which helped with my video card. I don't know if that would work, but it's worth a shot. Keep Flushing! Maybe it will help!
