Best pack for N7 weapons ? [ Edited ]

Hello,

To start, I already have all the common, silver and gold weapons, and their 10 pugrades
I have all the chacracters with their upgrade too (cuztomise) the last 3 were the quarian engineer
I have all the weapons mods and all the gear bonus at their max upgrade

I farmed the Specter pack for 60 000 ^^

BUT, over the 21 N7 weapons, and each 10 upgrades, so 210 in all, I have only 36 (with half weapons still unlocked)

now when I buy specter pack, I only received lvl 4 amno or shield
if I buy Superior specter pack, it is 2 lvl 4 amno/shield
if I buy arsenal pack, 2 as well

recently (this morning), I finally had 1 upgrade in a superior specter pack

so which to choose ?
superior specter pack look 2 times better than specter pack, with a 17.5% sale
superior specter, or arsenal packs ?

to infos : I am at 449h on multi with 1202 games ^^
