It could be that the Save game flag for your end game status is not rightly set. (Not finished instead of finished.)
Finish the game again and then try again.

One more thing to keep in mind when using Windows 10
The configuration tool doesn't seem to work well on that operating system, so try running it in compatibility mode for Windows 7

i just got all three games individually and i managed to find the ME2 config.exe and it literally will do nothing but scan it doesn't give any other option if anyone can help me please do

If your question is about importing ME1 characters to ME2 do this:
Navigate to your "Documents\BioWare\Mass Effect 2\Save" folder and create a folder named "ME1" (Without the quotes) inside the "Save" Folder.
After you finished ME1, copy the Mass Effect Saves from the Mass Effect save folder ("Documents\BioWare\Mass Effect\Save") into the "ME1" folder you created.
Now ME2 should "see" your ME1 characters.

If I may add some? I found my Mass Effect configuration program through Program Files (x86)>Origin Games
It could be that many people are searching their Binaries files through their Document folder, instead of the Program Files (x86) that it is under. The Binaries folder has the MassEffectConfig.exe there appropriately.

i know this is extremely old but hallelujah if i get a reply. its a stupid question i know but where is the installation folder? i have tried just manually copying all the save data from 1 into 2 giving up on trying to find that and thats not working.

Are you sure that you followed the instruction in this post exactly?
The config tool does nothing else as what you did by hand if you followed the instructions, it copy's the ME1 save games to the "ME1" folder in the ME2 "Save" folder.
(You need to run ME2 at least once for the "Save" folder to be created)
If that don't helps, the folder path to the "MassEffect2Config.exe" depends on the platform you have ME2 on.
Origin = ">drive<:\Program Files (x86)\Origin Games\Mass Effect 2\Binaries"
Steam= ">drive<:\Program Files (x86)\Steam\steamapps\common\Mass Effect 2\Binaries" (Standard drive is C)
If you run Windows 7 or 8 the "MassEffect2Config.exe" can cause ME2 to not start anymore. Should that happen just notify us and we will fix this.
