DISM did what it was suppose to do.

That worked as intended.
You also did used the "bcdedit.exe /set {current} nx AlwaysOff" command and the game still don't lunches?
Make sure Origin is closed > Delete the "MassEffect.exe" and the "MassEffec2tLauncher.exe".
Run Origin as an Administrator (Right click the Origin shortcut on your desktop > Run as an administrator)
Go to your game library and click "Download" (Don't worry, Origin will only download a few files.)
Test.
If that also don't works, please post a new DxDiag.

It was surely more trouble for you. Have fun gaming.
Edit: You can move your "Save" folder back to the original location.
I doubt that a save file is the culprit. If I am wrong and the game crashes again, test the save files, one after another.

After doing everything everyone suggested it still wouldn't work. I was about to give up... On a hunch, using MassEffect2Config.exe i set it on Windowed mode and it worked. I have no idea what happened as I never had issues with this.
But it works!!!!
