Out of curiosity, I also uninstalled PhysX and reinstalled the version that's bundled with the Mass Effect 2 files. No effect either.

Hmm... yep, it's currently not targetting the NVIDIA GTX 560M in my laptop, just the built-in Intel(R) HD Graphics 3000 used mainly for the Windows graphics. That would definitely cause problems.
Any way I could change it? Currently attempting to myself.

Okay! That was definitely the problem! mileyvery-happy:
After going into my NVIDIA control panel, going under Manage 3D Settings > Global Settings, and switching Preferred graphics processor from 'Auto Select' to 'High-Performance NVIDIA processor', the game's frame rate has returned to normal. So the NVIDIA GPU is now preferred over the Intel chip.
Now here's hoping swapping the Global Settings will not affect my laptop negatively. mileyhappy:
Thank you very much for the help!

The problem may be connected to the new Windows 10 operating system.

When I try to change my global settings, I hit apply but the changes don't stick. If that makes any sense.

@AlphaMikeWhiskyIt sounds like you might be lacking permissions.
You could try reinstalling the game, or go to the game's .exe at C:\Program Files (x86)\Origin Games\Mass Effect 2\Binaries then choose Properties> Security and see that the gamehas full permissions.
