ME2 lacks Clouds Saves on Origin, major inconvenience at the store [ Edited ]

I have two issues/complaints with Mass Effect 2:

1. Why are no Cloud Saves? Mirror's Edge and Dead Space do have, but ME2, doesn't. Is there any issue, or it needs to be re-purchased from Origin?

2. Why can't I get a small discount for both the Digital Deluxe and the Trilogy pack?
