ME2 - Tali Loyalty Mission not unlocking

Hey guys, need some help with what I believe is a glitch

I can't seem to unlock Tali's Loyalty mission in Mass Effect 2,

I recruited her as soon as I was able to, and have talked her afer almost every mission since. But no matter how many missions I do, she always says she's busy, nothing about the Quarian trial

Please help!

You recruited her in the normal in way? Meaning, you did not used cheats to get here before the Horizon mission.
