Can't connect to Cerberus network in Mass Effect 2

Just to repeat from July 2020, this solution STILL works for Steam.

You have to log in to Origin through the app, then activate both the base game AND the Cerberus network through the app using the codes that came with your Steam purchase.  The next time you log into your Steam game, the Cerberus network should pop right up.

@MonzPeak Sorry man it's been ages since I played so this is just from memory. (first be sure you actually own the DLC you are trying to use).

In Origin go to ME2, then additional content, your DLC should show up there. Click on your DLC and see if there's an option to Activate This Content, or something like that. Then load the game and it will ask you to log in to the Cerberus Network - use your Origin credentials here.
This might be completely wrong, been ages since I played.
