Alternate Appearance Pack 2 not available to purchase on Xbox Live?

Hello, I intend to play the Mass Effect Trilogy again, but I'm having a bit of a problem with a ME2 DLC. I use an Xbox 360 with a brazilian Xbox Live account

The "Alternate Appearance Pack 2" is not available on the Xbox Live store, even though this DLC appears in the in-game ME2 store.

When I select the option to buy this DLC through the in-game store, an Xbox Live window starts to open and  righ after that there is a message as if the item didn't exist anymore on Xbox Live.

That's kind of an old problem for me, but I decided to ask for help just now.

I've had the same issue for a while. I wonder if that DLC has been delisted (means you can download it if you own it but can't purchase it if you still haven't). Would like to know if people in other regions have the same problem.
