Having trouble accessing Assault Rifle bonus talent. (PS3)

I recently unlocked the AR bonus talent, as I can see the Trophy in both my PS Trophy station, and in the Extras section of the game itself.

However it is not available in the section when I create a new character. For example, I tried creating a Vanguard, and of my available options only First Aid and Electronics were available. AR was the only one missing.

What is the issue here? How can I fix?
