Cannot get command Console to work for Mass Effect 1

Downloaded Mass Effect 1 through EA Access and want to play it as if it were a second play-through. I cannot get the Command Console to pop up. There is no BIOInput.ini from the Access download, everything seems to be a bit off. I did find the Engine.Console line here D:\Games\Origin\Mass Effect\Engine\Config\BaseInput. It already has the below language. Can someone help? Did not fine Engine.Console in any other config file.

Where did you searched for the "BIOInput.ini"?

The standard path is "Documents\BioWare\Mass Effect\Config"

Do you use a English keyboard layout?
