This is a known compatibility issue with all AMD CPUs from the FX series onward. Hopefully this will be fixed in the Legendary Edition that's coming out soon.
I have an Intel CPU, so I haven't been able to test this, but this mod is supposed to fix it: https://www.nexusmods.com/masseffect/mods/181
Some commenters says the above mod doesn't work with all affected CPUs, in which case you should try FPS Counter: https://www.nexusmods.com/masseffect/mods/71

Check your system meets the following requirements, specifically relating to the video card.
If it does, make sure your video drivers are up to date, thanks.

Processor: 2.4+ GHz Intel or 2.0+ GHz AMD
Memory: 1 GB RAM (XP)/2 GB Ram (Vista)

The system requirements were correct when the game came out, but a little too general. It's not easy to update system requirements on physical copies once they shipped, but in my opinion, the requirements on digital storefronts should have been updated 9 years ago when the first incompatible CPUs started coming out and the problem was reported on Mass Effect tech forums.

@Swat8422 This isn't a mod to increase FPS, if that's what you're saying. It's a collection of rendering techniques that also has a method to fix the black blob fix. These are the only non-destructive methods that work without changing your hardware or waiting for the remaster.
There is another method, but it affects image quality. It's a console command to disable lighting, which also disables the blob effect: https://steamcommunity.com/app/17460/discussions/0/846958223131451834/
