New versus promo issue?

Why are the level 2 cards like josh allen only worth 1 trophy.  Wouldnt it be fair to say he should be 2 like the prior one was set up and how the elites work as well?

@kelleysheros I asked this same question. They should be worth 2 trophies and I want to know if it's intentional or a mistake before I trade mine in.
