Incorrect. You only need to claim 3 of 4. There was a bug around Midnight that affected players from claiming him. EA will be issuing make goods including LT for those affected.

I just finished mines too. I saved the last player pack I completed and it was locked so I thought maybe I had to open it and it was still locked.

you had to exchange all the players on the item exchange to claim to lt. its too late now though. Sorry bro
