Power Up Pass Not Working

I have a 97 ovr power up pass but it doesn't let me or even give me the option to use when I try upgrading a power up player. I'm currently trying to upgrade Robert Hunts power up from 94 to 97 ovr. I have the 97 power up pass so I'd expect I can use it...well it doesn't even give me the option to use a power up pass. Is there any solutions?
