Wattson low profile

Why is wattson on the low profile list? She doesn't have any movement abilities, and her hit box is similar to that of Bangalore. I can fully accept her not being on the fortified, as she is too small (even if she is supposed to be a defensive legend). But the fact that she is on the list and octane, a highly mobile and similarly sized legend, isn't is baffling to me
