There is no reason for a defender to take more damage, especially one with zero mobility or protection. Meanwhile, Horizon doesn't have it. Revenant doesn't have it. Octane doesn't have it. Bangalore doesn't have it. The debuff describes the legend as being "harder to hit", so why do legends with zero maneuverability have it while all these legends that have several ways to move faster don't?
