Octaine rework or buff him.

1. Octaine as a legend is very fun, but when it comes to his power spikes he lacks this part in consideration to other champions. 
2. My opinion is to extend his stim cool-down and duration makes him faster and cannot be slowed and remove the damage it does to him. 
3. His ultimate needs to be reworked completely. It is kind of useless.
4. My opinion is to increase the speed of the jump pad lunch and decend, make it lunch you in the air like a jump tower does but on a minimal range, or increase the accuracy of his weapons when mid air.
