Must have "Balance Neutral Game" with same hit-scan

Apex Legends must have balance neutral game by having the same hit scan for all legends, then they can balance the ultimate and tactical.

Because most of the time we are playing without the ultimate or the tactical, occasionally we get the ultimate and tactical.

So in a gun fight, how do you judge skills if one Legend has easier time to shoot the other legends?  Doesn't make any sense.. so please balance the neutral game first with every legend having the same hit scan, then worry about balancing ultimate/tactical etc.

I think he means hit box. :P I disagree no matter which one it is though. I like the variety in Apex Legennds.
