Make ramparts shields be put up instantly.

Caustic and wattson can get their defense up quickly, there's no reason why rampart can't do the same, makes the shields pointless in a fire fight if they can instantly be shot down as soon as you lay them down. As soon. As you lay them down they should be there till the required damage is done to them.

@HELLBILLYHAMMOND I wouldn't say instantly, imagine somebody shooting you and you place 3 shields instantly, with all 3 taking at least 100-200 damage to destroy the full wall, this would be infuriating to fight against.

I would agree that her walls do need to be fully placed faster though.
