Load outs?

I was wondering if loadouts were going to happen in this game? 

Like before the game started you could choose between a couple of tacticals or ultimates per characters.

Also i main Wattson and was thinking a fence placed next to a door could electrify the door instead of a laser fence.

Do people have any ideas on alternate tacticals/ultimates for legends?
