its UNFAIR how legend have big hitbox and some legend have small hitbox
Its why wrath so high pick rate because hitbox small
think about two legend have Huge hitbox Casustic and gibraltar are low pick rate and you know why because huge hitbox
its need to be fix or buff casustic and gibraitar have 50 extra health bar

As has been demonstrated since the attempted nerfs/buffs to the small/big legends, damage modifiers can never deliver satisfactory balance.
1) The negative consequences of taking damage
If you get hit, you inevitably have to heal.
- Healing takes time, makes noise, dramatically slows you, prevents return fire, and breaks squad cohesion.
- Healing takes resources (which occupy inventory space), reducing space for tactically vital ammo & grenades.
2) The advantages of stealth
A smaller character model represents fewer moving pixels on the screen, making them fundamentally more difficult to spot.
An unseen player takes infinitely less damage than a spotted player.
3) The mechanics of recoil
A larger target doesn't just present a bigger target for the opponent to aim it, their hit box also covers a larger area of every weapon's natural recoil pattern.
Thus larger legends are not only easier to hit with the 1st aimed shot, they'll be hit by a higher proportion of the less precise recoil-influenced shots that follow it.
Additionally for shotguns, the effective range is a product of the weapon's spread & target size; bigger target -> longer effective range.
Crude damage reduction modifiers (rather modest ones at that!) will never compensate for trash hit boxes.
That the big characters also have some of the least universally useful abilities just compounds the problem.
Small hit boxes will always be king.
Big hit boxes will always be trash.

Gibraltar's strong but he's not a rush down character so he doesn't blend well with most teams. When using him I also prefer to avoid buildings and over hanging cover since its hard to use his abilities there. The problem seems to be that characters like Caustic and Gibraltar are highly dependent on their abilities while Wraith can get by with just a gun and her small hit box.
I still feel the solution is to shorten the delay on every legend's tactical (except Pathfinder and Wattson). Can't say that I know anything about balancing a game but the damage reduction buff has little noticeable effect and I want to respect their decision to have different sized characters.
