I like your ideas about legend balancing.
No matter what Respawn does, Wraith is always overused. So the solution to fixing this would be buffing ALL the other characters. Clearly they are not good enough. If buffs won't make those characters more effective and played, then maybe it is time to start thinking about reworks.
I also think Respawn lies about legend balancing. I don't know what game they are playing, but Revenant is not bad. They claim Revenant has the current lowest win rate, which is utter bs.
Why can they not show us these statistics? Why not release a chart showing pick rate vs win rate for all legends. Ubisoft does this every season and midseason for Rainbow 6 Siege (which has WAY more operators). Ubisoft is also transparent with the community on what they are thinking and looking at. On their own website, in detail based off of numbers and stats. Why can't Respawn do this?
Respawn only makes changes based off of the highest level of play, which in turn will make the game less fun for everyone who isn't an MLG sweat lord who drinks 300 gallons of g-fuel a day. Overwatch started making balance changes based on the pro-league and casual players have quit playing, including myself and my friends.
It is clear to me that Respawn wants certain characters to be meta, examples include Bloodhound getting buffed every patch, continued Mirage buffs etc. Mirage and Bloodhound were already good. After the new Mirage ultimate I really like playing him and he seems more powerful when I use him and when he is used against me.
Respawn isn't listening to a majority of the community, the majority is more important. Because when they leave, so will the streamers and content creators. They are likely to move on anyway when a new hot, more fun game comes out. The dedicated average player is the one who will stick around. Not the sweaty streamers.
