No, he means Iron Sights. Examples include:
R-99 ''Outlands Avalanche''/''The Kill Switch''
Peacekeeper ''Lonestar''/''Superstar''
Devotion ''Lead Farmer''/''Tidal Wave''
Spitfire ''The Continuum''/''Heavy Construct''
The list goes on. But to answer the question, it probably wasn't meant to give players an edge, they just wanted to have a legendary skin that changes everything.
Ooooor I could be wrong and it is P2W.

i think he meant if your skin is red/bright colors, it's easier to see from a far distant/or close distant when in combat (or not) than if your skin is like brown/dark (easier to camouflage in with the environment). At least for me it's like that... not all the time, but sometimes i can actually see an enemy in bright colors easier than dark ones.

Dizzy said the same thing and I actually have one of the Devotion Skins. It improves my aim because the default iron sight just sucks. But the only downside is that you need to pick it up from the ground and not someone else.
I had the R-99 Legendary off other players who had it and it is way better until you decide to put a digital Thread on it.

@marcbroadleyI really don't like the idea of pay to win so I'm quite alarmed when I see it start to creep in. It's hard to tell sometimes whether it's just an aesthetic change or if it's trying to get people used to the idea of P2W. These sorts of threads are very divisive though because you have people who are vehemently against P2W creeping and the others who will say that it's not P2W. It's usually ends up going round in circles.
