@CaptainNelli Either a straight up lie or they do not know - either way not a good look for Apex.
Update #2 in the main post provides supports suggested resolution - I kid you not - the support reps suggested solution to not getting heirloom shards after opening 501 packs all in one sitting was - "Open more packs". No joke. I have it in the chat transcript.

I am among those lucky ones who got heirloom shards at level 40 or something. I bought the sticks for Lifeline. I remember one player I played with, which was a much higher level than me, telling me he was very jealous that I had an heirloom. Meanwhile I had no idea on what he was even talking about, because I did not know at the time how low the chances of getting one are.
I am level 163 now, started playing in season 5.

I play from the beginning and no heirloom in packs. Looks like this depends on how much you spend money in shop rather than numeber of packs you open.

@apostolateofDOOM Thanks. Any help is much appreciated. The policy is clearly spelled out on EA's website here:

"A player cannot open more than 500 Apex Packs without receiving an Heirloom set (assuming the player does not own all of the available Heirloom Sets)."
I am just shocked that 2 separate support reps clearly advised otherwise, and that one support reps recommended solution was to "Open More Packs".
Having worked on an IT help desk before, I am not sure I can really begrudge them. The volume of issues they deal with must be pretty staggering.
That being said, based on my recent experience trying to resolve this issue, it is clear they have little-to-no means of escalating legitimate issues for which they are ill-prepared to address.

@Midnight9746 At this point, I really don't know what to make of it. I know with certainty that this was an issue for me. I am assuming I am not the only one that has experienced this (or similar) issue. Perhaps the radio silence is due to a much more systemic issue that EA/Apex is now realizing exists? Pure speculation, but one of the quickest ways for a company to go silent is when they realize there is a prolonged unchecked issue resulting in financial exposure. Or, more likely, no one at EA cares. Its a coin flip.
