This is incredibly short sighted thinking. I can think of several reasons this is a bad idea.
1) spam bots.. they are still a problem. Expecting everyone that gets stuck with a spam bot that leaves at the beginning of a game and has no interest in going duo/solo to land, die, and then wait for their timer to run out before starting a new game is ridiculous. It's already annoying having to wait for the game to start before you can leave.
2) this would cause the appearance of a new type of troll. People who have no intention of playing the game and just fly off by themselves to some random corner of the map knowing you have to die and let your timer run out before starting a new game.
3) offensive people. forcing people to play with and wait till their timer runs out to get out of a game with someone that is disgusting/racist etc.
This is not an exhaustive list.. There are no doubt countless other scenarios.

In Patch 1.1 there is now a leaver penalty.

So there is nothing in the patch notes that actually explains the leaver penalty, however digging around online what I ws able to find is this:
If you leave 3 consecutive matches you get a 5 minute leaver penalty.
Does leaving when recovery has expired count as leaving a game or not?
If you have left 3 games and receive a time penalty does your counter reset? or will you receive another time penalty upon leaving the next game after the penalty?
It's not hard to see the potential for a abuse. You are downed, teammates recover your banner and just never respawn you. I think the only way you could mitigate this is to make it so once a banner is recovered the team only has 2 minutes to revive you
If you do get trolls or abusive teammates then just make sure you fully play out every 3rd game I guess.

I don't understand why the developers haven't implemented a more thought out method of dealing with players who cause problems in-game.
There are MANY reasons as to why someone might have or feel the need to leave a game.
Whether it be not wanting to put up with toxic or harassing players who are being unpleasant through their open mics...
Wanting to leave a game because that particular server is experiencing severe latency issues. (It's likely we've all been in games where everything appears to happen in slow motion.)
Or what about people who are inexperienced at FPS games like Apex? If a level 5 player with next to no experience is left alone after their team mates leave, why should they be the ones penalised when they feel it's better to leave instead of being taken advantage of?
The very fact that this feature has been implemented is proof that the developers don't fully understand their player base.
If they did then they would realise that this implementation was a dumb decision.

The very fact that the developers implemented this ridiculous feature proves itself to be oxymoronic in that regard...
This feature punishes (with extra emphasis on PUNISHES) more players that don't deserve it than it does those who do deserve it.
I'm not a toxic player who spouts obscenities at squamates through an open mic...
I'm not the cause of severe latency issues within a match/ on a particular server...
I'm not interesting hanging around when my Respawn card has timed out...
So why am I the one having to wait 5 minutes over and over and over again when it's other people or issues that cause all the problems???

Feedback: From the perspective of user interface and user experience design, as well as being a player and user of this product, this feature is astonishingly absurd. It's implementation causes more problems for players who don't cause problems and less for those who do cause them.
Suggestion: Simple... Remove it.
