Just report everyone it's what I do at this point. Respawn are absolute idiots failing to keep ranked clean from these [Edit - Admin.] pieces of crap.

Reports do nothing. They don't care and don't understand how cheats work so they can't counter them. So easy to fix as well it's really sad.

Respawn's latest announcement around their anti-cheating efforts can be found here (posted last Friday). I agree that they're very irritating to come across in all sorts of games and we appreciate you all for coming here to express your concerns around it. Please continue to report them in game which helps our anti-cheat team out and us forum mods will continue to let them know how this is impacting your enjoyment of the game.
Here's what was mentioned:
CHEATING
We know reports of cheaters, especially in Ranked, have been a hot topic so this week we also wanted to provide a little visibility into some of the work that’s been going on behind the scenes to combat cheating:
Using machine learning to create behavior models that detect and auto ban cheaters.
Requiring TFA in certain regions on high risk accounts.
Improving detection that identifies and bans new spam accounts before they are used.
Ongoing work to adapt to new cheats.
Matchmaking that matches detected cheaters and spammers together.
Investigating how people party up for matches. Even if you are not specifically using a cheat, partying up with cheaters is still cheating.
Increasing resources whether that be people or tech.
As we’ve said before, the war against cheaters will be ongoing and remains a high priority for us. There will always be work to do, improvements to make, and new things to adapt to. We’d like to thank the players that have been getting involved with helping us squash cheaters over the last week whether it be submitting reports or assisting with the vetting process for suspicious behavior.
If you encounter a cheater you can report them here. If you can please try to capture video proof as well.
Understand that we are not going to discuss the details of a specific ban with players on any public forums. If you feel that you have been wrongly banned you can appeal it here.

I believe that they are completely overwhelmed by the number of reports. Lately I've noticed that some famous streamers are reluctant to call cheat when they come across one. The reason for that, I believe, might be they have been asked to say nothing about cheats to keep the player base from what EAC calls the "follower" effect.
That is such a naive view of cheating. I believe in the follower effect. But that is not only based on the fact that a person has data about other players cheating. It is mostly based on one's perception about cheating, independent from data entirely. Not providing examples of how cheaters are defeated does nothing to curb the "follower effect" as long as people know that they have met a cheater and think that "everyone else" is cheating. Best policy to curb the follower effect is provide numbers to reassure that something is being done, and make sure that t5he game is free of cheaters --which is where they mostly fail.
