There are griefing caustics who throw gas ganisters at teammates in fights and shoot them so they get actived and watch teammates die.

And there are no doubt Octanes who chuck jump pads in front of you for the lulz and Lifelines who call care packages down on you when you’re in the menus and Gibraltors and Bangalore’s that drop artillery on you because jokes.
Everything has to have a downside to give balance. Negatively effecting his team mates as well as enemies is what balances how good his gas traps are in enclosed spaces.

Octane throwing jump pad in front of you or lifeline using her ulti are not even nearly as effective griefing methods as caustic gassing his teammates. And he can do that constantly.

What about Octane sprinting past you to take your loot? Friendly Bangalore smoking the area when you're trying to snipe? Even Gibraltor can use his ability to block your bullets, ults and grenades. A caustic gas trap can be annoying but anyone can find a way to grief a teammate or accidentally get in your way. Its a minor issue.

I don't think griefing is the concern, it's the anti-synergy that Caustic's traps have upon general teamplay that, in the current meta, make Caustic a trash-tier Legend.

They can't really remove the effect from teammates since the reason it's there is to make it fair for the opposing team. Caustic is the only one who can move freely through the gas, which makes him the biggest threat to an enemy team caught in the gas. If the Caustic's teammates could move just as freely, the enemy team can get swarmed with very little chance to counter.
The griefing is an issue, but it doesn't invalidate why the effect is there to begin with.
