I played a game with someone who appeared to be cheating, such as when someone would start shooting cause they were in a fight, he would know exactly where they were. Sure, it was fun because it was super aggressive and we hardly got hit, but now that I haven't played with them it felt wrong. I played with a premade squad and we tried chasing people but it was near impossible. My suggestion is maybe try and alter the SBMM by one, narrowing it down just a bit, and two matching those who have been cheating or known to be cheating together. If you can narrow the mmatchmaking down and can manage to separate cheaters from casual players who are trying to get better, or maybe comp players, it would feel more enjoyable even when losing. I've had so many people who have managed to hit me down from about one or two shots and it's frustrating. Anti-cheat doesn't seem to be working, doesn't even seem to be a thing, from the feedback i have read, and narrowing SBMM and labelling cheaters as a "skill level" seems to me like a decent fix for it. People cheat too often on this game and it needs to be a problem that is readily fixed. If the sbmm system isn't the problem I can't seem to understand how I appear so terrible so often due to getting killed by someone so quickly.
