There are two situations I also experience this. The first is because you are invincible during the knock/fall to the ground animation, which actually makes sense. If you was able do damage towards an execute on someone during the knockdown-animation, you could easily execute people before they even got a chance to get their knockdown shield up. That would most likely just be frustration for everyone. People would become a lootbox before they could react.
But maybe you are referring to the situation that happens when you and teammate or enemy from a third team shoots at the same enemy and someone else but you get the knock, which makes it look like you land multiple no-reg hits just before the enemy get knocked? The only reason I can think of is that there is a de-sync between whats going on on your client, your teammate and the enemies client.
Lets say you and your teammate shoots at an enemy and your teammate gets the knock, i.e HIS client registered that his bullet was the one that took the enemy to 0 HP. But before YOUR client can recognize this and respond accordingly, that information must ofc travel from your teammates client, to the server and then to your client, right? I dont know how Respawn coded this game but who knows, maybe that information also must travel to the enemy's client for confirmation and back again etc etc Now add crappy servers, low tick rate, and high ping players to this.
So I guess there just is a time interval where the enemy actually IS knocked but your client just hasnt got that info yet.

I doubt it really is 5 seconds though? More like 0.5-1 sec if we are being honest? But please prove me wrong with a video because that would be proof of a game breaking bug.
But anyways, I know what you mean. It can be frustrating but once again; I think its a necessary thing. If you was able to do damage towards the execute in the middle of the enemie's knockdown-animation, people would become a loot box before they could even got to the knockdown state, especially if multiple enemies are shooting at them. I have to remind myself to play it cool when someone is knocked, and wait until I can see he clearly is on the ground in the knocked state before starting to shoot him again.

You are getting people who are abusing the bug against you.
I didn't read everything as I'm sleepy.
I'll say this. If someone is spamming their knockdown shield against you by flashing it fast. They abusing no regs so you don't thirst them fast enough. This is something that even Pro players hate to see others doing because they too know about this and it is a bug/exploit that shouldn't be in the game.
I reported it and to get the devs to fix it many times. Nothing has been done about it.

Sure, the window of time when an enemy is invincible during the knockdown animation is long enough to empty a full mag, especially with a R99 etc, and I get that it can be frustrating, especially when you are in a hurry to shield swap/loot ammo whatever.
But the real quesiton is; do you think the game would be better if you could be executed before you even hit the ground after getting knocked? Because this "protection" ofc also applies to you when you get knocked. Me personally would probably find it super frustrating to become a lootbox the milisecond you hit the ground after getting knocked, but thats just me. I guess I take the good with the bad .
