I feel that if the matchmaking is localised, then it would be better to communicate with your teammates if you are playing with random squads. Playing with random squads is difficult in itself and it becomes even more difficult if you are unable to communicate with the team. I have faced problems wherein I had to communicate with players who spoke a different language and I couldn't understand them.

I agree. Localization based on system settings would be nice, even though some people keep their UI in English while they don't speak it very well...
Matchmaking could use language settings for better matching, and ignore them whenever such filtering is no longer a viable option networking-wise.

I think the solution is very easy. Just base it on language, and force player to make a choice the one time and then of cause make it an option to change it later. then the matchmaker can do the selection based on that. I don't think this will make matchmaking that much harder or complicated. Most people in Europe speak two+ languages, and even if that is not the case, you only have to match 2 others. Should be possible.
Also as a nice feature, the game should display the language flags near the player banner so the teammates know what language they understand. This you raise the quality of life in the game a lot. Especially in regions like Europe.
