So the hot topic are those parasite cheaters... yeah report them blah blah! Sure PC is just software, but with the console it’s hardware... these pathetic people use macro based modded controllers which negates your blah blah anti- cheat protocol! These controllers are being sold on amazon for crying out loud!!! They’re literally dangling their [Edit - Admin.] so go ahead ban me for profanity because I don’t care.... you sure sure as hell don’t care about the future of your game!!!!

On PC, Logitech and that dodgy Razer company have Macro software and hardware based mostly just Logitech for hardware based Razer requires you sell all your information to them just to change your keyboard profile.
They don't play the game for you have the option of building your own hardware mods using a uController and a bit of code learn something in the process, You could pull the pots out of a spare controller run in digital pots and control whatever you like using a Egg Whisk and sink that reads the capacitance....
It's all still input.
They're still limited to the rules you are unless they use PACKET MANIPULATION or some other sort of Software that interferes with how the game operates that's cheating..
Your concept of cheating is flawed.

Burst fire manipulation isn’t cheating? Aimbot or aim assist isn’t cheating? ESP isn’t cheating? Any modifications that give an advantage is cheating! Fragging.... intentional frame lagging so you have a nonexistent hit box. You condescending reply is the thing that’s not valid...
if you can’t play straight up with out of box factory hardware and develop your skills naturally on your own, you’re a cheater.... if you modify to get any advantage that’s not offered by the source code you’re cheating. It really is that black and white!

So if someone creates a controller and sells it and you don't own one that's cheating...
This is Cheating
I don't own a CONSOLE that can play APEX I have to deal with things like the ABOVE, Bots exist on Console aswell enjoy that far worse than a controller modification.
Ben makes controllers for the disabled and for different reason are you saying these should be some how banned ???.
And not everyone likes the feel of all controllers some prefer the DPAD up top some prefere analogues up some people don't like controllers at all, Reorienting the position of the componets into a configuration that's comfortable is not cheating.

Your concept of cheating is flawed.
While I do agree with your point. Let me clarify the concept of cheating:
Logitech,Razer and other brands sell some of the best mice for gaming in the market. Good gaming mice come with things like good sensor, wireless, no input lag, Omron switch for mouse button and scroll, and a software to support it.
This is not cheating:
- If you use the mouse for its most basic function: one single action per mouse click. Right button performs a single right click, left button performs a single left click, side buttons perform a single action of your choice. It is not cheating. Let's say if you configure side button to perform a right click button, or swap right /left click ,or even configure scroll wheel down as left click, it is fine.
This is cheating:
Mouse software support macro, which is used to perform a sequence of inputs . It can be a simple 2 actions command ( jump + crouch in 1 button), or it's can be very complex ( anti recoil, auto run, fast swap weapon) this is cheating because it gives unfair advantage to the player.
Of course, when it comes to practice, certain macros can be ignore because it only gives very little advantage which does not affect much to the overall gameplay ( for example: crouch+jump macro). But when it comes to aiming and recoil in shooter games, it's cheating. Obviously, aiming and recoil control is the vital part of any shooter game. Any anti recoil / aim assist macros are considered a form of cheating.
Cheating or not, whether it's hardware or software support, it need to be discussed on case by case basic. How's it going to affect the gameplay?
Your case, Ben make controller for disable: It's not cheating
If Ben makes a "Pro" version, that offer the "rapid fire" ability to the button to help people click 30 times per single key stroke. It is cheating.
If Ben makes a "Premium" version, that include Pro feature + support macro. And person A make a macro script to offer anti recoil control, aim assist, bunny hoping, this is cheating. If person B use premium version controller without adding any extra macro, then No, it is not cheating.
Same goes for a mouse.

The rapid fire thing can be be done by assigning the fire button to the scroll wheel on the mouse this happens
