It’s that simple. Hackers are rampant, and you are never going to have the funds or energy to pursue legal action and topple this issue, that is apparent.
This is the most pressing issue facing your game, not content, not even the broken hitbox issues.
Give PC players a paid matchmaking queue at $15, then wall it again for pass owners, and invest in more servers—region locked servers. Let hackers scourge your free to play servers. Dumping this issue off to EAC is not a reasonable solution. Walled servers will easily pay for themselves, and eventually these children will get tired of paying/stick to their sandbox.
Stop trying to trick the playerbase with ineffectual statistics and take drastic measures before this whole game fizzles.

Yes, upping the battle pass cost and matchmaking pass only players would be another logical solution. But in terms of prohibiting cheaters, a higher flat rate aside to access “premium” servers or something of the like would be even more effective.
The playerbase is already there. How this type of solution hasn’t been implemented already is simply baffling to me, from a financial and basic logic standpoint alike. There is literally no excuse for this, much less the fact that North American players are clearly matchmade with other regions. I can’t begin to imagine how many players on PC who want to love this product would be compelled to buy into a more controlled environment.

Games like Call of Duty have a fraction of the playerbase. A one time payment of something like $15 is hardly overbearing, but would deter repeat offending cheaters (most banned hackers seem to be low levels who are getting away with 5-10 games and remaking accounts).
If you’re not going to be aggressive, which is happening here, this is literally the only option. You’d prefer to just keep facing hackers constantly on PC?

As long as you give People the chance to cheat they will.
Not all cheaters are the noobs rage "Typ" running and gunning down the entire map.
Some want attention, others want Fame or have other mental issues I don't know.
I really think... we need to outsource multiplayer games from the single player ones.
Eliminate any chance to cheat by "Cloud Streaming" the multiplayer games or certain parts of it.
Then you can have a cheater free environment, don't think just because of a paywall that cheaters won't cheat.
If only the multiplayer parts are streamed the monthly price for a sub should not be too high.
And you could play on a lot of devices.
If you truly wish to fix cheating, don't go halfway look it through till the end and fix IT.

It will happen one way or the other.
The name of it is Project Atlas I have been reading about it all day.
Also, no one has to play in a cheater free environment if they wish to carry on playing on a normal server so be it,
I wont force anyone and I don't think EA will either.
All I'm saying is YOU can PLAY cheater FREE its not that hard, No more bans, No more cheat makers making money, No more cheaters, No more anti-cheat. NO MORE!!!!
Just Play games, enjoy the thrill of a good hunt, enjoy matching you skill fair on even ground.
But here is the thing People cry about cheater 24/7 than you give them a chance for a working fix... to play cheater free and they are still not happy.
Seriously this is exactly what's wrong in this world we live in today.
