Why not having a team of 3 players (maybe one player would be enough) that are made by the devs immortal, and who enter the games where cheaters are reported and confirmed, and only target and defeat the cheaters in every game they go until cheaters ragequit because their cheats wont work?
They wont kill anyone else, but just target reported and confirmed cheaters.
Like a sort of cheater terminator squad.
I would apply for that role, and would not even be paid to do it. Just give me the tools.

The idea is funny.
But I can't even start to imagine the workload they (or you) would have to do in the Asien region.
Stopping them is hard.
Let's say someone is a midterm cheater who knows how to use scripts, VPNs, hw spoofing tools, Cloud Desktops.
At this point, it's a lost fight already anyway but...
Let's say you find him ban him and you do what you said, it would only take him 5-10 min to come back.
If he can just register a new acc its all pointless.
I would like to see some kind of registering system, heck I would pay ea for it.
Just make it harder.
Next thing is a region lock around infested areas with a too high cheater count.
Make a ping limit on servers, so low that not all VPN users can enter them.
But the most important thing is the Cloud Desktops EAs Law department should have a look at that.
Well, at this point it just too easy to enter the game...

Another "political" approach could be getting ISPs and VPN providers to jump on-board and provide ID bans (Based on the contract holder's identity so that person cannot have internet service) to the entire internet service, or limit it to barely be able to surf the internet on a slow speed connection.
Some people may try to enlist the use of family and friends to have another line, and should they cheat again, get banned again. Once there are real consequences to it, people would think twice.
The drawback is that the gaming industry would have less clients to serve.

You'd think they'd have a more rigorous security for account creation, Others in the past instituted such changes due to increased frequency in exploiting a page or whatever..

(because they cannot detect them at all)

It could be that some of these suggestions or some form of them are already used. We don't know what kinds of tricks and tactics the anti-cheat team use as they keep their methods secret so as not to alert the cheats.

There should be laws against producing cheats cause they are making money off damaging this game.
Selling steroids are illegal...
There are starting to be more spammers and cheats on SEA servers again.

There are people who are actually banned for profit by Publishers / Developers that's a slippery slope.

^ if you can't be bothered reading that they are supposed to pay Blizzard $8.6 million.
When people are caught supplying cheats for profit in the west they mostly get sued or sign agreements etc which lead to bigger troubles if they do anything further.
