I am sick and tired of the data center option only being available after you time out and go back to the main screen...you already have the feature...place it in the main lobby screen for Christ's sake!

Are you changing data centers to improve connectivity in games? The team is actively looking to improve server quality so the need to change data centers won't be something you'll need to actively pursue on a regular basis.

I am not changing the data center frequently, I am having to constantly reconnect to the London data center after every match in order to be stable.

I think the reason the data centre is semi-hidden might be that it is intended for troubleshooting or for developers and engineers rather than players. There's a similar situation in Siege where you can change your data centre in the config file or you just leave it to 'default' which will choose the lowest ping/nearest data centre. I expect the same kind of thing happens in most games these days. That's why you probably don't really need to worry about it.

Please add this on the main menu! With the lower player base, it is often necessary to check other data centers to find matches at off hours (i.e. I've waited 15 minutes and still no match due to player count). I have to exit the game, restart it, wait for the ridiculously long startup, just to change data center to try to find a match. If the selected one is also dead, rinse and repeat.
