I’m not sure if it’s a bug or not but plenty of times I’ve noticed that there’s no audio for other players climbing near or onto the roof top you are on. Has anyone else experienced this?

Are you using a 7.1 virtual surround device or a USB Dongle / USB fixed Headset if so That's your answer.
Don't use 7.1 Surround Headphons they're fake and add pointlessness to things.

Those are USB and those have the Software certified surround fake math, Do they work with out using the driver supplied and have you disabled the software before going in Apex, Try disabling all the enhancement rubbish in sound settings.

Please don't spread misinformation like that; Virtual Surround is neither fake nor pointless.
To claim otherwise does a disservice to those behind the enormously complex maths involved in simulating the ear's structure, and brain's signal processing.

The headset uses a USB just to give power to the headset and mix amp but for sound it uses a digital optical cable. I also play on console so I don’t plug it into a pc when using it. My headset also works completely fine with all other games including other sounds in Apex such as footsteps, it’s literally just climbing audio that I cannot hear. I’m almost certain this is an issue on their side as I have zero problems with this headset in other games.

The team is aware of these audio issues below and what you mentioned could be related, but there are some steps below that might help fix it for you as well. If you haven't right-clicked on the game in Origin and selected "Repair" yet that is worth a look.
AUDIO KNOWN ISSUES
Issues we are aware of and currently looking into:
Audio dropouts, where sounds or parts of sounds in the game seem to be missing at times.
Audio distortion, where there is loud static or mangled-sounding audio that plays, generally during large gunfights and/or heavy concentrations of players.
Close enemy footsteps being too quiet, or silent, in some situations.
Some troubleshooting tips that could help improve your audio performance:
Hard drive performance is the biggest factor, so anything that can make your hard drive faster can help, including:
Defragging your PC HD prior to the game installation (but don't defrag if you have an SSD!) .
If possible, we recommend using a fast HD to install the game onto, such as an SSD or a 7200 RPM HD.
It can potentially help to make sure that the hard drive is not being hit by other background processes, such as downloading other games or recording video to the same HD as the game.
Currently, the game does not support quad audio. If your game is currently set to that, please change it to stereo or another surround option, such as 5.1 or 7.1, if your setup supports that.

As mentioned above in my previous post yesterday, I am not playing on a PC so these solutions aren’t of use to me. I think it may be another issue with the in game sound as other players are reporting the same issue. Hopefully we can see a fix for this in the near future. Thanks for your response.

What audio settings do you have set on your Xbox? It can be found under Xbox Settings>Display & Sound

It's not a disservice
2 Fakes don't make it Authentic it's still fake.
Audio engines already have their fake surround so adding an extra layer DULLS the effects thus the loss of foot steps the loss of climbing sounds specific elements in emulated refraction etc etc, Some of the software is amplifying certain frequencies within some games leaving other games in a sad sounding state, This 3rd party sound processing is just creating bad waves.
