I can't play the game. I can't go above 30 fps, even if I set the game settings to a minimum. The video card does not activate. Is there a solution to this?

You are close to the minimum system requirements.
To get around 50-60 FPS you should get at least the recommended specifications.
Apex Legends - System Requirements
I also noticed some failed update.
Might want to repair install your windows to fix that issue.
But it wouldn't improve the performance of you system.

You might be CPU limited; the FX-8150 wasn't very good when it was released.... and that was 8 years ago.

@IChangedI You have additional config tweaks to improve frame rate. Google apex tweaks.Also, download gpu-z and use it to check gpu usage, and also use task manager to check cpu usage, and you'll get clue what is slacking at your config
