why is there a restriction to unlinking accounts?

I wanted to play an ea game on psn again and once i wanted to start it told me to sign into ea. when i did that all my progress was gone when i realized i had logged into it with my main account and not my psn account. i now wanted to unlink it again and it told me that unlinking it would not be possible until november. i know, that it is not possible to remove that timer but why is it there in the first place and why did i get the timer when i literally never had a psn account linked to this ea account prior?
