If you land in a location where you can loot only 1 small building/a few cases before you meet any enemies, then you're gambling. Gotta accept the negative outcome if you choose to gamble. Or don't gamble and land in a spot where you can safely loot a bit more.

Landing first in a hotzone is almost always a gamble, since you don't know if anyone will land around you or not.
