Do i have to pre order battlefield 5 before the beta will come out to get acces to the beta, or can i get it when the beta is already released?

Everyone will have access to the open Beta once it released.
If you pre-order the Game, it just gives you EARLY ACCESS to the Beta! So you can get your hands on it earlier.
You can still pre-order the main Game after the Beta, as long as it's not already available to buy.
If you pre-order so late, you'll just lose the special opportunity to play the Beta earlier.

And also does this mean 19 october is the release of the beta, or is that the release of the full game?

Doesn't matter when you pre-order the game, as long as you pre-order it so it'll give you access to the 5 BF1 Weapons.

October 19th is the release date for the full Game!

We don't have a date for the Beta yet, but the earlier access will probably be just 3 days or so.
