Why are my players being benched in league tournament's?

When I start a new tournament the game benches random players. I'll start a tournament for 18v18 and when it starts it will only be 16v16 and players are being benched. I have lost very good players because of this and i need this fixed asap. What can I do. Why is this happening? please help
