Why am I sensing a gnomish energy?

I get that I probably have to do something to get these gnomes but ffs game, I already spent 200 marshmallows to know where ALL the gnomes in an area are and now you want me to spend 200 MORE to get a SINGLE one of those.

Why couldn't it have been that easy for me!? I was at the port gnome, and looked around but couldn't find the target. Any hints on what it looks like or is it the park targets?
