I see a lot of people saying cops are OP or something along the lines of that, however there is a very efficient way of escaping cops
Use Ramps: This has worked about 90% of the time for me (even at heat 5), for some reason cops will always miss certain jumps, the main one I use is next to the time attack "Trail Rail" which is located in Downtown Palm City. You can either jump completely over the ramp and speed away or jump on top of the building by the ramp(60-70mph), on the roof cops will not be able to get you.
You can use many different ramps too and cops, for the most part, will jump to their demise, or stop following in general
