I bought the Xbox version of GW2, but now I want to switch to PC. Do I have to pay for the PC version, or is it free because I already bought the Xbox version?

I could be wrong, maybe someone will confirm but...
I think you will need to buy the game again, and start again sadly

Nope, there is nothing cross platform in this game. Each platform's game is separate. You will start at ground zero on the new platform as well.
