There is a problem with the game, or EA's equipment. It's happening a lot enough that it's a subject here, and on Reddit. On Sunday I was playing as a plant in rank and it kept happening. I changed to zombies, and not only did the issue go, I was able to win games easily. Seems like too many were playing as plants and caused it to come up with this stupid message. You can check home wifi with wifi analyzer to see if by any chance it is a issue. Mine works fine. So does my device. My device also has all updates, plenty of memory. The game in the App Store doesn't say it isn't compatible with certain devices, so the blame lays firmly with EA.

considering that the app has to be restarted in order to fix the issue, it's clearly not a device/connection problem

I've complained to EA help. I think anyone having the problem should do the same, they say the say garbage which is effectively a copy and paste with links to their trouble shooting. Which effectively just does nothing, so they pass the buck back to you. I now tell them I've done all that, so they want me to give my  device, software, hardware, info to their tech specialist ..but that's another waste of time. As I know full well the issue is being caused at times when there is high demand, such at weekends, when the daily is about to released, or playing as plant. If it happens to you, try playing as zombie, or at a time when others are at school,work etc. Your find it happens less often, if at all.

@jaydabbler If the game works after restarting the app then this would certainly point to a connection issue.

@EA_DarkoIf it's a connection issue, why aren't any other apps affected by it? Explain that one... When will you guys admit it's the app itself and has been since the last set update.

@markall42Every app is different and we have no control over how your ISP routes your data to the servers. Have you tried running a UO Trace from your device?

you are correct that it is clearly a connection issue. But it is an App connection issue not device connection issue. I can try to connect to multiplayer for several minutes over and over again in pvzh without any success, I can also go to another app and use the internet just fine, and come back to pvzh and it still won't work. It is only resolved by restarting the app completely. this happens at work, home and on cellular data
