@hayhor surely someone out there can custom make a cosplay do-hickey for you. It probably won't be cheap, or even made out of steel, but you'd get the glowing lights at least. 

As for the smoke, I guess the easiest way should you purchase the Etsy version is to ask the creator to leave a hollow chamber in the center of the mace, a removable top, and holes towards the front of the mace that connect to said chamber. Then you make one of these and drop it in, after you adjust for color anyway.
