So im rank plsatinum IV and i get ppl with Silver IV on my team 

1. Why? Just whyy? No point playing the game If it dont work. Trash

There are no restrictions to what ppl you can duo with. If a plat4 plays a duo with silver4, they will be put in plat4 game.

I agree that there should be a restriction requiring you to have a full 3-man if you want to have huge rank difference within the team, but currently there isn't, so you can thank the silver player's teammate for bringing him into your game .

P.S. Another option is that you're playing on a very small server and there simply are not enough platinum players to fill the game. Europe late at night at night gets some gold players mixed with plat, but during the day the queues are pretty pure. On the other hand, diamond games tend to not start at all at this time, so there does seem to be some limits in place how different ranks are allowed to be. My guess though is that there are actually 3 queues: bronze+silver, gold+platinum and diamond+AP and they are not allowed to mix, so you won't see silver players in plat games (outside of premade teams).
