PC and Xbox Controller Controls

Am I right to understand that for PC when using an Xbox Elite controller there is no way to re-map the buttons? In order to use manual you literally have to accelerate with your middle finger while A is the boost button? The wonky control scheme set for my controller right now is enough to decide whether or not I will play this game and right now, playing the game with controller is impossible. Why are we unable to re-map the controller buttons?
